Fifty deaths used to mean fifty funerals
Read that AI bill threshold — fifty deaths before anyone is allowed to act. I spent forty years counting deaths one at a time. Each one had a name, a family in the waiting room, a moment when the monitor went flat. I don't know how you legislate for that, but it isn't with an aggregate.
